COUNTY EXECUTIVE
The County Executive functions as the liaison between the county council and the administrative organization.
Created in May of 1965 when the whole of county government in New Castle was reorganized, the county executive functions as the liaison between the county council and the administrative organization. His chief responsibility is the preparation and submission of the annual budget. In addition, the county executive makes all appointments not excepted by law, including the chief administrative officer and the department heads. He also appoints the Planning Board and is responsible for civil defense planning. The county executive has veto power over the ordinances passed by the council. It takes a five-sevenths vote of the council to override the veto. He may also reduce certain budget items appropriated by the council. His powers are similar of those of the governor for state government.
The chief administrative officer is appointed by the county executive to assist him in fulfilling his duties. He drafts the budget and supervises the execution thereof; provides general supervision over the executive and administrative offices; prepares reports on the fiscal status of the county; and keeps the other offices and the general public informed on all matters.
