COUNCIL ON MENTAL RETARDATION
Reorganization of state government in 1969 established this agency to advise the Director of Mental Health and Mental Retardation, the Secretary of the Department of Health and Social Services, and the Governor on matters of mental retardation. It was hoped that this seven-member group’s efforts would enable the Department of Mental Health and Mental Retardation to function more knowledgeably and efficiently. Interestingly, the gubernatorially-appointed members were also, like the Council on Aging (RG 1500), to be evenly divided politically, to allow for unbiased decision making.1
