BOARD OF EXAMINERS OF BEAUTICIANS/BOARD OF COSMETOLOGY
When the Board of Examiners of Beauticians was created in 1935, it consisted of four practicing beauticians, one from each county and one from the City of Wilmington, all of whom were appointed by the Governor.1 Many name changes have followed, the first of which was in 1962 when the Boards name was changed to the State Board of Cosmetology and the membership was changed to five,2 another change occurred in 1969 when the Board of Personal Services took over the ministerial, fiscal, clerical, and inspection functions of the Delaware State Board of Cosmetology,3 yet another change occurred in 1983 when the Board of Cosmetology and Barbering assumed the duties and functions formerly vested in the Board of Personal Services,4 still another change occurred in 1983 when the Division of Business and Occupational Regulation was established with responsibility for the duties and functions of the Board of Cosmetology and Barbering,5 and finally in 1988 the Department of Administrative Services and Division of Professional Regulation were given oversight of the powers and duties of the Board of Cosmetology and Barbering which are as follows:

The board consists of nine people all of whom are appointed by the Governor, one is to be an instructor; four members are to be licensed cosmetologists; two members are to be licensed barbers and three must be public members.
Each member serves for 3 years, and may succeed him/herself for one additional term.
In the same month of each year the members will elect a president, a secretary, and a treasurer, each officer serves one year.
Minutes of the meeting are recorded and copies of the minutes are maintained by the Division of Business and Occupational Regulations.
Powers and duties of the board include formulating rules and regulations, designating application forms to be used by applicants, processing all applications, designating a written examination, providing for the administration of all examinations, granting licenses to qualified persons, receiving complaints, determining if there should be a hearing for persons, and maintaining complete records relating to the meeting minutes, applications, examinations, rosters, changes and additions to the rules and regulations, complaints, and hearings.7
