Searching for a Solution

Senator Herman M. Holloway, Sr. started his political career in 1963 in the House of Representatives. He was the first African-American elected to the Delaware State Senate in 1964 and served for thirty-one years. Senator Holloway was an independent thinker and his biggest victories were in his socially progressive legislation. The legislation Holloway passed provided for the broadest range of human and social services such as, disabilities, medical and educational programs, opportunities and benefits for women, children, the disadvantaged and the poor.
